Limited Registration

The category of Limited Registration allows employers the ability to employ suitably qualified people who are not registered teachers to fill specific teaching roles when needed. This category allows an employer or school (applicant) to make an application for teacher registration on behalf of a nominated teacher (nominee).

To be eligible for the grant of Limited Registration a nominated teacher must:

  • have an offer of a teaching position
  • have the required skills, expertise and/or qualification(s) for the duties of the teaching position offered
  • have the English language skills required for teachers in Western Australia
  • be a fit and proper person to be registered.

Applying for Limited Registration

For teaching immediately

Limited Registration allows a nominated teacher to be registered to teach immediately. The application involves the submission of two documents by the employer:

Importantly, a nominated teacher may commence teaching once the Pre-Application Notice - Limited Registration is submitted and receipt is acknowledged by the TRBWA.

Ideally, these two forms should be submitted together, although they may be submitted separately. However, please note that a complete application, accompanied by the application fee, must be submitted either at the same time, or, at the very latest, within 14 days of the submission of the Notice.

If a complete application, along with payment, is not received within 14 days there is no entitlement for the person to continue to teach and any teaching already carried out may be subject to a penalty of $5,000 (first offence) or $10,000 (second or subsequent offences) for both the person teaching and for the employer. Please note that, under the Teacher Registration Act 2012, it is an offence to teach whilst unregistered.

Note: It is the responsibility of the employer to complete the Pre-application Notice and the 'Applicant' section of the Application for Limited Registration form. The nominee must complete 'Section 1' of the Application for Limited Registration form and the Nationally Coordinated Criminal History Check (NCCHC) Application and Consent Form.

Once the NCCHC form has been completed, printed and signed, please email it to the TRBWA together with copies of your identity documents and supporting documentation required for the application.

The TRBWA will confirm receipt of the application by email, and will provide your employer with an invoice for payment.

To avoid delays, please take care when checking the completeness of the documentation.

It is important to note that there may be employer/school-related requirements which you may need to meet before you are able to teach. Employer-related requirements are separate from the TRBWA registration process and are outside of the control of the TRBWA.

Where teaching immediately is not required

If a nominee is not required to teach immediately, an employer is not required to first lodge a Pre-application Notice.  Please note, however, if a Pre-application Notice is not lodged, the nominee may not teach until a successful assessment of the application has been made and they have been granted registration by the TRBWA. You can access the Application for Limited Registration form on the TRBWA website.

Once the NCCHC form has been completed, printed and signed, please email it to the TRBWA, together with the completed Application for Limited Registration form, copies of the identity documents and and supporting documentation required for the application.

The TRBWA will confirm receipt of the application by email, and will provide the employer with an invoice for payment.

To avoid delays, please take care when checking the completeness of the documentation.

Employment with additional educational institution(s)

Where a nominee holds Limited Registration that has been granted by the Board within a 12 month period, additional applications can be made by an employer on behalf of the same nominee at no cost.

The Abridged application for Limited Registration will be assessed independently and the nominee must:

  • have an offer of a teaching position
  • have the required skills, expertise and/or qualification(s) for the duties of the teaching position
  • meet the English language requirements for Limited Registration with respect to the position offered.

The Abridged Application for Limited Registration form is completed by the employer and is available to download from the Forms page of the TRBWA website.

Renewal of Limited Registration

An Application for the Renewal of Limited Registration form  may be submitted by the employer and is available on the TRBWA website.

The nominee must continue to teach as per the current condition(s) of registration relating to subject, educational institution and year group. They must also be a fit and proper person to be registered.

Renewal policy

If a renewal application is received at the Teacher Registration Board of Western Australia (TRBWA) at least 28 days before the registration is due to expire, the registration will continue until the TRBWA finishes processing the application, even if this happens beyond the registration expiry date. An application includes a completed application, payment and supporting documentation.

Should the application not be received 28 days or more prior to the current registration expiry then the registration will expire on the expiry date. In this case, the teacher will be unable to continue teaching after this date until renewal of the registration is granted.

Applications to modify conditions of Limited Registration

If the nominee is to undertake different or additional teaching duties as part of their teaching position (including subject and/or year group), this is considered to be a change of conditions and requires an application to modify the conditions for Limited Registration.

This is a different application to the renewal application and will be considered separately.
